{"id":190,"date":"2026-03-23T10:11:36","date_gmt":"2026-03-23T09:11:36","guid":{"rendered":"https:\/\/catmoirwolfe.com\/?p=190"},"modified":"2026-04-07T13:26:37","modified_gmt":"2026-04-07T12:26:37","slug":"sante-mentale-cause-nationale-controversee","status":"publish","type":"post","link":"https:\/\/catmoirwolfe.com\/en\/sante-mentale-cause-nationale-controversee\/","title":{"rendered":"Mental health: a major national cause and a controversial concept"},"content":{"rendered":"<p><\/p>\n\n\n\n<p>In 2025 and 2026, the French government has decided to <a href=\"https:\/\/www.info.gouv.fr\/actualite\/la-sante-mentale-grande-cause-nationale-2026\">making mental health a major national cause<\/a>. <\/p>\n\n\n\n<p>This decision marks a major symbolic and political turning point, officially recognising the extent of psychological suffering in the population and the need to tackle it collectively.<\/p>\n\n\n\n<p>In a context marked by the consequences of the COVID-19 pandemic, changes in the world of work, economic uncertainties and social upheaval, mental health has emerged as a central issue, affecting both individuals and society as a whole.<\/p>\n\n\n\n<h2 class=\"wp-block-heading\">For generations, psychological suffering was a taboo subject<\/h2>\n\n\n\n<p>Disorders such as schizophrenia and autism were poorly understood, and sufferers were often excluded from society. Even common, milder psychological difficulties such as anxiety and depression were treated with secrecy and violence.<\/p>\n\n\n\n<p>We have certainly come a long way in being able to talk openly about our psychological and emotional lives. Psychotherapy, once a subject as taboo as mental illness itself, is now commonplace.<\/p>\n\n\n\n<p>The health insurance scheme reimburses 12 sessions with a psychologist per year, and programmes such as En th\u00e9rapie have popularised the practice (<a href=\"https:\/\/www.radiofrance.fr\/franceinter\/mes-consultations-sont-moins-dramatiques-on-a-demande-a-5-psy-ce-qu-ils-ont-pense-de-en-therapie-2165306\" type=\"link\" id=\"https:\/\/www.radiofrance.fr\/franceinter\/mes-consultations-sont-moins-dramatiques-on-a-demande-a-5-psy-ce-qu-ils-ont-pense-de-en-therapie-2165306\">even if not everyone agrees that this is a realistic representation of psychotherapy!<\/a>) <br><\/p>\n\n\n\n<p>However, while there seems to be a consensus on mental health promotion, the concept itself merits close examination:<\/p>\n\n\n\n<ul class=\"wp-block-list\">\n<li>What does it really cover? <\/li>\n\n\n\n<li>Is it universal, objective and scientifically sound? <\/li>\n\n\n\n<li>Or is it a social, cultural and political construct that is open to criticism? <\/li>\n<\/ul>\n\n\n\n<p><strong>In this article, we look at the meaning of the concept of mental health, how it has evolved and the debates it has given rise to.<\/strong><\/p>\n\n\n\n<h2 class=\"wp-block-heading\">Defining mental health: between well-being and normality<\/h2>\n\n\n\n<p>Historically, the concept of mental health developed in opposition to that of mental illness. In the 19th century, psychiatry focused mainly on serious disorders (psychoses, delusions, etc.). <\/p>\n\n\n\n<p>Gradually, in the 20th century, the field broadened to include more diffuse forms of psychological distress: anxiety, depression and stress. <\/p>\n\n\n\n<p>Today, the concept of mental health encompasses a continuum from well-being to serious disorders.<\/p>\n\n\n\n<p>Mental health is often defined, notably by the World Health Organisation, as a state of well-being in which a person can fulfil their potential, cope with the normal stresses of life, work productively and contribute to their community. This definition emphasises the positive dimensions of well-being, adaptation and capacity for action.<\/p>\n\n\n\n<p>However, this approach raises a number of questions. <\/p>\n\n\n\n<p>Firstly, it seems to set an ideal that is difficult to achieve. Who can really claim to be consistently able to manage stress, work effectively and contribute to society? <\/p>\n\n\n\n<p>Secondly, it introduces an implicit norm: being mentally healthy means being functional in a specific social context. This can lead to a confusion between health and conformity.<\/p>\n\n\n\n<h2 class=\"wp-block-heading\">A contemporary awareness<\/h2>\n\n\n\n<p>There is no doubt that mental health problems affect most, if not all, of us at some point in our lives.<\/p>\n\n\n\n<ul class=\"wp-block-list\">\n<li>13 million people are affected by a mental health problem every year in France. This is true regardless of social background or age: children and adolescents are also affected.<\/li>\n\n\n\n<li>3 million people live with serious mental disorders (SPF data).<\/li>\n\n\n\n<li>53 % of French people say they have experienced mental distress in the last twelve months, according to Ifop.<\/li>\n<\/ul>\n\n\n\n<p><strong>The recognition of mental health as a major national cause is part of a wider awareness of the prevalence of psychological suffering and the importance of open-mindedness in combating it. <\/strong><\/p>\n\n\n\n<p>Several factors have contributed to this development.<\/p>\n\n\n\n<ul class=\"wp-block-list\">\n<li>The COVID-19 pandemic highlighted the impact of health crises on mental well-being: isolation, uncertainty, grief and emotional overload. Young people, in particular, were identified as a vulnerable population.<\/li>\n\n\n\n<li>Changes in the world of work - job insecurity, increasing workloads, loss of meaning - have increased psychosocial risks. Burn-out, once considered a marginal problem, is now the subject of much debate.<\/li>\n\n\n\n<li>At the same time, social networks and the media have helped to bring mental health issues to the forefront, while encouraging a more open debate. Public figures are sharing their experiences, helping to reduce stigma.<\/li>\n<\/ul>\n\n\n\n<p>In this context, making mental health a political priority seems to be a necessary response. This makes it possible to mobilise resources, raise public awareness and strengthen care systems.<\/p>\n\n\n\n<h2 class=\"wp-block-heading\">The limits of the concept<\/h2>\n\n\n\n<p>Despite its undeniable importance, the concept of mental health is far from neutral. A number of criticisms have been levelled at it.<\/p>\n\n\n\n<h3 class=\"wp-block-heading\">Too broad a definition<\/h3>\n\n\n\n<p>One of the main criticisms concerns the broadening of the scope of mental health. By including common experiences such as stress, sadness or worry, the concept risks pathologising normal emotions. The line between what is normal and what is pathological becomes blurred.<\/p>\n\n\n\n<p>For example, feeling anxious before an exam or sad after a break-up is a natural human reaction. However, if we define mental health too broadly, these states can be interpreted as symptoms requiring intervention.<br>The medicalisation of life<\/p>\n\n\n\n<p>This expansion is part of a wider phenomenon of the medicalisation of everyday life. Aspects of life previously considered to be moral, philosophical or social are now addressed in medical terms.<\/p>\n\n\n\n<p>Mental health thus becomes a dominant prism through which to interpret life's difficulties. This can lead to an emphasis on individual solutions (therapy, medication) to the detriment of a reflection on the social or political causes of suffering.<\/p>\n\n\n\n<p>For example, an employee in distress may be referred to a psychologist, without any thought being given to the working conditions that are causing the distress.<\/p>\n\n\n\n<h3 class=\"wp-block-heading\">An implicit social norm<\/h3>\n\n\n\n<p><strong>Mental health is rooted in cultural norms. <\/strong><\/p>\n\n\n\n<p>What is considered healthy behaviour in one society may not be in another. Just as it is more common in French culture to \u00abgive la bise\u00bb as a greeting (although less so since Covid) than in English-speaking cultures, for example. <\/p>\n\n\n\n<p><strong>The expression of emotions, relationships with work or family, the way we deal with grief and many other psychological markers vary considerably according to cultural contexts.<\/strong><\/p>\n\n\n\n<p>Promoting a universal vision of mental health can obscure these differences, raising the question of the imposition of standards from one culture on others.<\/p>\n\n\n\n<p>In addition, the emphasis placed by mental health discourse on performance, autonomy and resilience reflects values specific to contemporary societies. Being in good mental health often means being able to adapt to the demands that society places on us in order to be docile citizens and workers.<\/p>\n\n\n\n<p>Implicit in the notion of mental health is the idea that we MUST be mentally healthy, and that mental health is the equivalent of being happy and \u00abnormal\u00bb. If we fail to meet this requirement, we may feel guilty, or feel that there is something wrong with us.<\/p>\n\n\n\n<p>But there's absolutely nothing wrong with not being happy! <\/p>\n\n\n\n<p>Sometimes being unhappy is even \u00abhealthy\u00bb. If we've just lost our job, if we're suffering from a serious illness or if we've lost a loved one, happiness would be a strange reaction.<\/p>\n\n\n\n<p>Even if we are diagnosed with a psychological \u00abdisorder\u00bb, it's important to remember that \u00abnormality\u00bb is part of a continuum.<\/p>\n\n\n\n<h2 class=\"wp-block-heading\">The political challenges of mental health<\/h2>\n\n\n\n<p>Mental health is not just an individual or medical issue: it is also a political issue.<\/p>\n\n\n\n<h3 class=\"wp-block-heading\">A collective responsibility?<\/h3>\n\n\n\n<p>By making mental health a major national cause, the State is acknowledging its responsibility in terms of public policy: funding of care, prevention, training of professionals, etc., all measures that should be welcomed.<\/p>\n\n\n\n<p>However, this recognition can be ambivalent.<\/p>\n\n\n\n<ul class=\"wp-block-list\">\n<li>On the one hand, it helps to improve access to care, which is a very good thing. <\/li>\n\n\n\n<li>On the other hand, it can be accompanied by a discourse that places the burden of responsibility on individuals: everyone must take care of their mental health, learn to manage stress and develop resilience.<\/li>\n<\/ul>\n\n\n\n<p>This transfer of responsibility to the individual can obscure the wider causes of suffering: social inequalities, precarious living conditions and discrimination.<\/p>\n\n\n\n<h3 class=\"wp-block-heading\">The economics of mental health<\/h3>\n\n\n\n<p>Mental health has also become a market. Meditation applications, coaching, personal development: there are many products and services that promise to improve well-being, but it's not always clear which approaches and practices are reliable.<\/p>\n\n\n\n<p>While the \u2019wellness industry\u00ab can help to reduce stigma and improve accessibility, it can also perpetuate a consumerist mentality, where wellness becomes a goal to be achieved by buying miracle solutions.<\/p>\n\n\n\n<h2 class=\"wp-block-heading\">Towards a more nuanced approach<\/h2>\n\n\n\n<p>My aim as a psychologist is not to reject the concept of mental health, but to approach it with nuance.<\/p>\n\n\n\n<h3 class=\"wp-block-heading\">Recognising suffering without reducing it<\/h3>\n\n\n\n<p>As a psychologist, I aim to recognise the reality of psychological suffering and propose an appropriate response in the form of psychotherapy (of course, some problems also or rather require medical treatment, and the form of psychotherapy I practise may not be suitable for everyone!).<\/p>\n\n\n\n<p>However, it is important not to reduce every difficulty to a medical problem. Some forms of suffering have social, existential or relational roots.<\/p>\n\n\n\n<p><strong>I am firmly convinced that psychotherapy can be useful for most forms of psychological suffering, from the most serious and persistent disorders (where it will generally have to be part of a global approach), to everyday forms of anxiety, sadness and distress.<\/strong><\/p>\n\n\n\n<h3 class=\"wp-block-heading\">Balance between the individual and the community<\/h3>\n\n\n\n<p>My therapeutic approach integrates the individual and collective dimensions. Taking care of ourselves is important, but we must also take into account the importance of the social and cultural determinants of our inner life.<\/p>\n\n\n\n<h3 class=\"wp-block-heading\">Accepting the complexity of the human experience<\/h3>\n\n\n\n<p>Mental health is not a stable, perfect state. It fluctuates and is linked to life events that are often unpredictable.<\/p>\n\n\n\n<p>Rather than aiming for permanent well-being, it may be more realistic to see mental health as the ability to overcome difficulties, make sense of experiences and maintain desired relationships.<\/p>\n\n\n\n<p><a href=\"https:\/\/www.radiofrance.fr\/franceculture\/podcasts\/france-culture-va-plus-loin-l-invite-e-des-matins\/sante-mentale-le-mal-du-siecle-2498480\" type=\"link\" id=\"https:\/\/www.radiofrance.fr\/franceculture\/podcasts\/france-culture-va-plus-loin-l-invite-e-des-matins\/sante-mentale-le-mal-du-siecle-2498480\">As psychiatrist Matthieu Bellhausen puts it<\/a>, Great health was not the absence of conflict, but the ability to live with conflict.\u00ab <\/p>\n\n\n\n<h2 class=\"wp-block-heading\">Conclusion<\/h2>\n\n\n\n<p>The designation of mental health as a major national cause in 2025 and 2026 reflects a necessary shift in public awareness. It paves the way for much-needed public policies and greater recognition of psychological suffering.<\/p>\n\n\n\n<p>However, the concept of mental health merits closer examination. Its definition, uses and implications raise important questions. As a tool of understanding, a social norm and a political issue, it cannot be approached in a simplistic manner.<\/p>\n\n\n\n<p>By its nature, much psychotherapeutic work is done on a one-to-one basis, as it requires confidentiality. However, in my practice I offer a space where the wider context can be integrated into the work where appropriate; where we can reflect together on how our environment contributes to the way we think, feel and relate to others.<\/p>\n\n\n\n<p>People often come to therapy to \u00abfeel better\u00bb, and they often report an improvement in their symptoms soon after starting work. M\u00eame des difficult\u00e9s psychologiques plus l\u00e9g\u00e8res et tr\u00e8s courantes, telles que l\u2019anxi\u00e9t\u00e9 et la d\u00e9pression, \u00e9taient trait\u00e9es avec secret et violence.<\/p>\n<!-- \/wp:paragraph -->\n\n<!-- wp:paragraph -->\n<p>Il est certain que nous avons parcouru un long chemin pour pouvoir parler ouvertement de notre vie psychologique et \u00e9motionnelle. Au XIXe si\u00e8cle, la psychiatrie se concentrait principalement sur les troubles graves (psychoses, d\u00e9lires, etc.). <\/p>\n<!-- \/wp:paragraph -->\n\n<!-- wp:paragraph -->\n<p>Peu \u00e0 peu, au XXe si\u00e8cle, le champ s\u2019est \u00e9largi pour inclure des formes plus diffuses de d\u00e9tresse psychologique : anxi\u00e9t\u00e9, d\u00e9pression et stress. <\/p>\n<!-- \/wp:paragraph -->\n\n<!-- wp:paragraph -->\n<p>Aujourd\u2019hui, le concept de sant\u00e9 mentale englobe un continuum allant du bien-\u00eatre aux troubles graves.<\/p>\n<!-- \/wp:paragraph -->\n\n<!-- wp:paragraph -->\n<p>La sant\u00e9 mentale est souvent d\u00e9finie, notamment par l\u2019Organisation mondiale de la sant\u00e9, comme un \u00e9tat de bien-\u00eatre dans lequel une personne peut r\u00e9aliser son potentiel, faire face aux contraintes normales de la vie, travailler de mani\u00e8re productive et contribuer \u00e0 sa communaut\u00e9. Cette d\u00e9finition met l\u2019accent sur des dimensions positives : le bien-\u00eatre, l\u2019adaptation et la capacit\u00e9 d\u2019action.<\/p>\n<!-- \/wp:paragraph -->\n\n<!-- wp:paragraph -->\n<p>Cependant, cette approche soul\u00e8ve plusieurs questions. <\/p>\n<!-- \/wp:paragraph -->\n\n<!-- wp:paragraph -->\n<p>Premi\u00e8rement, elle semble \u00e9tablir un id\u00e9al difficile \u00e0 atteindre. Qui peut v\u00e9ritablement pr\u00e9tendre \u00eatre constamment capable de g\u00e9rer le stress, de travailler efficacement et de contribuer \u00e0 la soci\u00e9t\u00e9 ? <\/p>\n<!-- \/wp:paragraph -->\n\n<!-- wp:paragraph -->\n<p>Deuxi\u00e8mement, elle introduit une norme implicite : \u00eatre en bonne sant\u00e9 mentale signifie \u00eatre fonctionnel dans un contexte social sp\u00e9cifique. Cela peut conduire \u00e0 confondre sant\u00e9 et conformit\u00e9.<\/p>\n<!-- \/wp:paragraph -->\n\n<!-- wp:heading -->\n<h2 class=\"wp-block-heading\">Une prise de conscience contemporaine<\/h2>\n<!-- \/wp:heading -->\n\n<!-- wp:paragraph -->\n<p>Il ne fait aucun doute que les probl\u00e8mes de sant\u00e9 mentale touchent la plupart d\u2019entre nous, voire tous, \u00e0 un moment ou \u00e0 un autre de notre vie.<\/p>\n<!-- \/wp:paragraph -->\n\n<!-- wp:list -->\n<ul class=\"wp-block-list\"><!-- wp:list-item -->\n<li>13 millions de personnes sont touch\u00e9es par un trouble de sant\u00e9 mentale chaque ann\u00e9e en France. Tout comme il est plus courant dans la culture fran\u00e7aise de \u00ab donner la bise \u00bb en guise de salutation (bien que cela soit un peu moins le cas depuis la Covid) que dans les cultures anglophones, par exemple. <\/p>\n<!-- \/wp:paragraph -->\n\n<!-- wp:paragraph -->\n<p><strong>L\u2019expression des \u00e9motions, les relations avec le travail ou la famille, la mani\u00e8re dont nous g\u00e9rons le deuil et bien d\u2019autres marqueurs psychologiques varient consid\u00e9rablement selon les contextes culturels.<\/strong><\/p>\n<!-- \/wp:paragraph -->\n\n<!-- wp:paragraph -->\n<p>Promouvoir une vision universelle de la sant\u00e9 mentale peut occulter ces diff\u00e9rences, soulevant la question de l\u2019imposition des normes d\u2019une culture \u00e0 d\u2019autres.<\/p>\n<!-- \/wp:paragraph -->\n\n<!-- wp:paragraph -->\n<p>De plus, l\u2019accent mis par le discours sur la sant\u00e9 mentale sur la performance, l\u2019autonomie et la r\u00e9silience refl\u00e8te des valeurs sp\u00e9cifiques aux soci\u00e9t\u00e9s contemporaines. \u00catre en bonne sant\u00e9 mentale signifie souvent \u00eatre capable de s\u2019adapter aux exigences que la soci\u00e9t\u00e9 nous impose afin d\u2019\u00eatre des citoyens et des travailleurs dociles.<\/p>\n<!-- \/wp:paragraph -->\n\n<!-- wp:paragraph -->\n<p>La notion de sant\u00e9 mentale implique implicitement l\u2019id\u00e9e que nous DEVONS \u00eatre en bonne sant\u00e9 mentale, et que la sant\u00e9 mentale \u00e9quivaut \u00e0 \u00eatre heureux et \u00ab normal \u00bb. Si nous ne r\u00e9pondons pas \u00e0 cette exigence, nous pouvons nous sentir coupables, ou avoir l\u2019impression qu\u2019il y a quelque chose qui ne va pas chez nous.<\/p>\n<!-- \/wp:paragraph -->\n\n<!-- wp:paragraph -->\n<p>Mais il n\u2019y a absolument rien de mal \u00e0 ne pas \u00eatre heureux ! <\/p>\n<!-- \/wp:paragraph -->\n\n<!-- wp:paragraph -->\n<p>Parfois, \u00eatre malheureux est m\u00eame \u00ab sain \u00bb. Applications de m\u00e9ditation, coaching, d\u00e9veloppement personnel : il existe de nombreux produits et services qui promettent d\u2019am\u00e9liorer le bien-\u00eatre, mais il n\u2019est pas toujours \u00e9vident de savoir quelles approches et pratiques sont fiables.<\/p>\n<!-- \/wp:paragraph -->\n\n<!-- wp:paragraph -->\n<p>Si l\u2019\u00ab industrie du bien-\u00eatre \u00bb peut contribuer \u00e0 r\u00e9duire la stigmatisation et \u00e0 am\u00e9liorer l\u2019accessibilit\u00e9, elle peut aussi perp\u00e9tuer une mentalit\u00e9 consum\u00e9riste, o\u00f9 le bien-\u00eatre devient un objectif \u00e0 atteindre en achetant des solutions miracles.<\/p>\n<!-- \/wp:paragraph -->\n\n<!-- wp:heading -->\n<h2 class=\"wp-block-heading\">Vers une approche plus nuanc\u00e9e<\/h2>\n<!-- \/wp:heading -->\n\n<!-- wp:paragraph -->\n<p>Mon objectif en tant que psychologue n\u2019est pas de rejeter le concept de sant\u00e9 mentale, mais de l\u2019aborder avec nuance.<\/p>\n<!-- \/wp:paragraph -->\n\n<!-- wp:heading {\"level\":3} -->\n<h3 class=\"wp-block-heading\">Reconna\u00eetre la souffrance sans la r\u00e9duire<\/h3>\n<!-- \/wp:heading -->\n\n<!-- wp:paragraph -->\n<p>En tant que psychologue, je vise \u00e0 reconna\u00eetre la r\u00e9alit\u00e9 de la souffrance psychologique et \u00e0 proposer une r\u00e9ponse appropri\u00e9e sous la forme d\u2019une psychoth\u00e9rapie (bien s\u00fbr, certains probl\u00e8mes n\u00e9cessitent \u00e9galement ou plut\u00f4t un traitement m\u00e9dical, et la forme de psychoth\u00e9rapie que je pratique ne convient peut-\u00eatre pas \u00e0 tout le monde !).<\/p>\n<!-- \/wp:paragraph -->\n\n<!-- wp:paragraph -->\n<p>Cependant, il est important de ne pas r\u00e9duire chaque difficult\u00e9 \u00e0 un probl\u00e8me m\u00e9dical. Certaines formes de souffrance trouvent leur origine dans des dimensions sociales, existentielles ou relationnelles.<\/p>\n<!-- \/wp:paragraph -->\n\n<!-- wp:paragraph -->\n<p><strong>Je suis fermement convaincue que la psychoth\u00e9rapie peut \u00eatre utile pour la plupart des formes de souffrance psychologique, depuis les troubles les plus graves et persistants (o\u00f9 elle devra g\u00e9n\u00e9ralement s\u2019inscrire dans une approche globale), jusqu\u2019aux formes quotidiennes d\u2019anxi\u00e9t\u00e9, de tristesse et de d\u00e9tresse.<\/strong><\/p>\n<!-- \/wp:paragraph -->\n\n<!-- wp:heading {\"level\":3} -->\n<h3 class=\"wp-block-heading\">\u00c9quilibre entre l\u2019individu et la collectivit\u00e9<\/h3>\n<!-- \/wp:heading -->\n\n<!-- wp:paragraph -->\n<p>Mon approche th\u00e9rapeutique int\u00e8gre les dimensions individuelles et collectives. Cependant, dans ma pratique, j\u2019offre un espace o\u00f9 le contexte plus large peut \u00eatre int\u00e9gr\u00e9 au travail lorsque cela s\u2019av\u00e8re appropri\u00e9 ; o\u00f9 nous pouvons r\u00e9fl\u00e9chir ensemble \u00e0 la mani\u00e8re dont notre environnement contribue \u00e0 notre fa\u00e7on de penser, de ressentir et d\u2019entrer en relation avec les autres.<\/p>\n<!-- \/wp:paragraph -->\n\n<!-- wp:paragraph -->\n<p>Les gens viennent souvent en th\u00e9rapie pour \u00ab se sentir mieux \u00bb, et ils font souvent \u00e9tat d\u2019une am\u00e9lioration de leurs sympt\u00f4mes peu apr\u00e8s le d\u00e9but du travail.
